THE WORLD BANK VISITS MALINAO FOR BULABUD ELEMENTARY SCHOOL BUILDING PROJECT At 9:00 a.m. of November 22, 2002 the municipal officials and employees together with barangay officials of Bulabud were waiting for the arrival of a team from the World Bank and LOGOFIND (Local Government Finance Development Fund). The town of Malinao is a recipient of a project in Bulabud partly funded by the World Bank. After almost a year of pre-construction activities involving planning, trainings, seminars and follow-ups in Manila, an eight room school building is being built in Bulabud. Today the World Bank is monitoring the progress of the project.
The World Bank team did not arrive as scheduled, so Mayor Joji Ilio awaited for them in front of the municipio. Among those present were the Barangay Captain of Bulabud, Raul Quinisio, SB Member Pacifico Tabing, Jr., and Franklin de Faura, the construction engineer of Clifford Construction, the contractor of the building. The other welcoming parties were inside the municipio.
Waiting for the World Bank group to arrive ... And arrive they did ... in one van, all ten of them.The sky was a little bit cloudy when the World Bank team arrived. It was almost ten o'clock. All ten team members were packed in a blue van. Normally the vans plies the Kalibo-Caticlan route. For this day the Japanese Besta van was rented by the team. The members of LOGOFIND are on a first name basis with Mayor Ilio and the rest of the Municipal Project Management Team (MPMT), having intermittent contact with them in the course of the participation of the MPMT in the various activities prior to project approval. The World Bank people on the other hand deals with LOGOFIND directly so this is the first time that World Bank came in contact with Malinao.
