Upon arrival of the World Bank team a formal meeting was conducted at the conference hall of the municipal building. Aside from the Mayor, Vice-mayor Rosie I. Iguban was also present and so were SB Member Jun Tabing, and SB Member Casimiro Iledan. The barangay captain of Bulabud, Raul Quinisio was also there, so was the principal of the Bulabud Elementary School, Josephine Nabor. Even the construction engineer of Clifford Construction, the contractor of the building was also in attendance.
